China Launches its Own GPS

China has opened its own global positioning system to the public. Called BeiDou, the technology promises about the same accuracy as GPS - about 10 meters - but covers only a small section of the world.

There are currently 33 BeiDou satellites in orbit, but only six are active. The system will need 24 active satellites for a global coverage. The Chinese government said that it plans to have 5 geostationary orbit satellites and 30 non-geostationary orbit satellites operational by 2020, including performance enhancing devices.

According to Chinese officials, BeiDou has been developed to "maintain independence and keep the initiative in [China's] hands, keep open, compatible, stable and reliable on technology, offer global service, thereby accelerating the foundation of navigation satellite industrial chain, consummating? the sustaining extending and guaranteeing system, expanding the range of application in the country's economic and social sector." Like GPS, BeiDou has been used by the military prior to its opening to the public.

China said that BeiDou currently provide positioning services to "most parts" of the Asia-Pacific region, "including continuous passive positioning, navigation and timing services."

Samsung Galaxy Note II reportedly coming in black, still won't be stealthy

Samsung gave Galaxy S III buyers a small rainbow of color choices in the summer, and there's signs that the Galaxy Note II might receive a similarly resplendent treatment. A supposed press image obtained by AndroidSlash shows the giant smartphone draped in a previously unavailable black that's potentially very striking -- and more than a little reminiscent of 2001's species-changing monoliths. There's no official word from Samsung on its authenticity, although we wouldn't be surprised knowing the company's history and the Note II's strong track record. When a theoretically niche device is selling like gangbusters, some added diversity could be in order. Just don't expect any Starchildren as a result.

Christmas Day customer activity showing Apple is crushing it, Android strong, Microsoft toast.

Christmas Day is a huge day for mobile device activations, obviously. Once we finish unwrapping our gifts and scarfing down a big breakfast, we all become children and want to immediately play with our gifts. For smartphones and tablets, that means activating your device on a network, and downloading a slew of apps. Once we install these apps (like Twitter), we start telling followers about our new device. Two pieces of research hit my radar today. They?re both quite fascinating and paint a picture of Apple dominating the scene.

The first is from analytics firm Flurry, who posted a little something on their blog revealing just how big these activations were this year.

Flurry estimates that iOS and Android sales were more than 2.5x larger on Christmas Day in 2012 compared to last year?s equivalent. A whopping 17.4 million devices were activated this year versus only 6.8 million last year.

Tablets are also growing in popularity big time. Perhaps because many of them don?t come with cellular connectivity (and therefore don?t have data plans), they are easier gifts. But 51% of device activations on the 25th (among iOS and Android devices tracked) were tablets. Compare this with 20% tablets for the days leading up to Christmas. I think these data points tell us the tablet market is on fire, and not slowing down anytime soon.

Interestingly, the Flurry study makes no mention of Windows Surface or the heavily discounted BlackBerry Playbook.I?m not surprised on the Playbook side of things - it?s now an old tablet, and will be obviously updated in 2013 when BlackBerry 10 comes out. But the Surface is brand new. If it was going to make a move, you?d think Christmas would show some results for team Microsoft, eh?

Another data point, if I can call it that, aggregated tweets from people writing ?first tweet from (device name)?. The image showing the results (below) comes from Andy Biao and @axian, and it looks like a completely unscientific (but very interesting) graphic detailing the search results.

For whatever these results are worth, iPad crushed everybody else. And to check if these results could be trusted I did an informal search of my own, looking at similar tweets over the last few hours. I got comparable results (just looking at the rough split). Maybe iPad users like Twitter more than everyone else, or people who like Twitter gravitate to iPads, and the fact that almost nobody tweeted from a Microsoft Surface could be driven by the lack of an official Twitter app. But it?s not like the web version sucks. It uses HTML5 and works pretty well. I have to think it?s just not selling very well.

Who May Act as Guardian?

It is also a good idea to have backup guardians in case your brother or daughter are unable to take on their responsibility due to poor health, age or other reasons.

And the Commish presides over Homeless Court ... where she deals with homeless people who have committed crimes and gets them help to rehabilitate them, instead of throwing them in jail.

The guys from "Pawn Stars" struck it rich with their hit show? -- and then turned their backs on the agents who brokered their initial contracts ... that according to a new lawsuit filed by the jilted talent agency.

The suit, filed by Venture IAB in L.A. County Superior Court ... claims all 3 Harrisons and Chumlee inked deals in 2007 and 2009 for the agency to represent them -- before "Pawn Stars" started airing on The History Channel.

According to the suit, in January 2010 -- 6 months after the show hit the air -- another agent and 2 'Pawn' execs ... convinced the cast to terminate their deal with Venture IAB.

The L.A. City Attorney isn't wasting any time ... TMZ has learned, prosecutors have already filed papers asking the court to revoke Lindsay Lohan's probation.

TMZ broke the story ... the L.A. City Attorney had been planning to file docs asking the judge to revoke her probation in her jewelry heist case ...?but now, it's official. As sources told us, prosecutors are "out for blood."

According to the L.A. City Attorney's office, prosecutors want Lindsay's probation revoked because of the criminal charges recently filed against her in Santa Monica, stemming from her car accident on PCH this summer ... after which she lied to cops about being behind the wheel.

But the City Attorney's move is just a formality -- the judge doesn't need prosecutors' input ... she'll be revoking Lindsay's probation on her authority alone.

Whimsically monikered Chinese chip-maker Allwinner has added a pair of ARM Cortex-A7 processors to its lineup supporting Android 4.2 or higher systems. The A20 is a dual-core design with 512KB L2 cache, dual-core Mali 400 graphics and 2160p HD video playback support, while the quad-core A31 packs a 1MB cache, PowerVR SGX 544 graphics and UHDTV (4k) video decoding talents. The A20 is pin compatible with its Linux-hobbyist favorite sibling, the A10 -- meaning devices such as the MK802 mini-PC using that chip could likely be upgraded by manufacturers on the cheap. However, the more powerful A31 seems destined for higher-end Android or Windows RT devices only, considering its beefier PowerVR graphics. On top of the extra zip, licensor Imagination Technologies keeps its source code cards close to the chest -- likely ruling out Linux for that chip.

President Barack Obama is weighing replacements for several White House aides and Cabinet members expected to leave before his second term begins, or early in his second term.

Among those expected to leave and some names mentioned as possible replacements (in parentheses):

Coming to Texas ballots: another Bush in 2014?

AUSTIN, Texas (AP) ? George P. Bush, a rising star among Hispanic conservatives and the grandson of one president and nephew of another, has taken the first step toward seeking elected office in Texas.

But it's unclear what his next step will be.

The 36-year-old attorney from Fort Worth has filed a two-page candidate reporting declaration with the Texas Ethics Commission but didn't list which office he plans to seek. Bush did not return messages at his consulting firm Friday, and his campaign treasurer was traveling in Oklahoma and unavailable for comment.

Still, word of yet another Bush coming to Texas ballots was cheered by Republicans across the state, where party leaders are well aware that they will need Hispanic voters if they want to continue dominating politics here over the next two decades the way they did during the last two.

"It's a positive thing to have something besides old white guys like me on the ballot," said Texas Land Commissioner Jerry Patterson.

A Democrat has not won statewide office in Texas since 1994, but Hispanics accounted for two-thirds of Texas' population growth over the last decade and now make up 35 percent of its population. Mitt Romney's failure to connect with Latinos is being cited as a reason for his defeat by President Barack Obama, who carried 71 percent of the Hispanic vote nationwide.

"I think George P. Bush is the future of the party," said George Antuna, who co-founded the Hispanic Republicans of Texas with Bush. "Whichever office he decides to seek, we will support him 110 percent."

Bush is the son of former Florida Gov. Jeb Bush and his wife, Columba, who was born in Mexico. His uncle is George W. Bush and his grandfather is George H.W. Bush.

George P. Bush speaks Spanish and has been active in politics for years. In August, he was promoted to deputy finance chairman of the Texas Republican Party.

The filing answers at least one question: Texas or Florida?

Bush grew up in the Sunshine State but met his wife Amanda while attending law school at the University of Texas. He later became a partner in a real estate investment company and has since started Fort Worth-based St. Augustine Partners, a business consulting firm.

As recently as September, Bush said he was being recruited to run for statewide office by Texas GOP brass. That same month, however, he launched a four-day bus tour of Florida to drum up support for the Republican Party among college students there.

"I know he has a passion for Texas. Texas is where his granddad lives, where his uncle lives and a lot of other family members," Antuna said. "He's always been a Texan. It just took him a little while to get here."

Democratic state Rep. Trey Martinez Fischer noted that the Texas Republican Party platform supports English-only laws and opposes extending legal status to immigrants brought to the U.S. as children. He also said the party wants to do away with pre-kindergarten classes and the federal health care law, even though 65 percent of pre-kindergarten students statewide are Latinos and the health care overhaul would extend coverage to 3.3 million uninsured Hispanic Texans.

"Either George P. Bush is going to change the Republican Party of Texas or the Republican Party of Texas is going to change George P. Bush," said Martinez Fischer, who chairs the Mexican American Legislative Caucus. "When you consider the extreme views and leaders of the party today, I'm going to put my money on them."

Bush's paperwork was filed at a time of great uncertainty among top Texas Republicans.

Rick Perry succeeded Bush's uncle as Texas governor in 2000 and has now held the job longer than anyone in history. Lt. Gov. David Dewhurst has been in his post for a decade. Both are eying re-election runs in 2014.

That's sparked a logjam among GOP statewide officeholders, many of whom are anxious to move up ? and that was before Bush entered the fray.

Attorney General Greg Abbott has raised $14 million, presumably to run for governor. Patterson and Agriculture Commissioner Todd Staples have already said they will challenge Dewhurst, while Comptroller Susan Combs and state Sen. Dan Patrick are also expected to run for lieutenant governor.

As a newcomer, Bush will likely wait to see how the field settles before he announces what office he'll pursue.

If Perry decides not to seek another term as governor in 2014 ? a possibility since he may want to run for president two years later ? then Bush will likely want to run for attorney general. But if Abbott stays put, Bush is expected to run for land commissioner while Patterson campaigns for lieutenant governor.

Adding to the intrigue is the fact that Perry and the Bush family don't get along very well. Perry served as George W. Bush's lieutenant governor and once unsuccessfully sought a judicial appointment for his brother-in-law, whom Bush shunned.

Both sides claim the feud has long since cooled, but the Bush family made no secret of its support for Romney, even when Perry briefly challenged him for the Republican presidential nomination. And Jeb Bush has been mentioned as a possible presidential hopeful for 2016, which could pit him against Perry.

Patterson said he believes either attorney general or land commissioner is George P. Bush's likeliest potential destination. The land commissioner administers state-owned lands and mineral resources.

"He comes from pretty decent lineage of folks who've been successful in politics," Patterson said.

Meanwhile, all officeholders will keep an eye on Bush to see if he tries to follow in Ted Cruz's footsteps.

Instead of working his way up the Texas GOP ladder, Cruz ran for the U.S. Senate in his first election. He stunned Dewhurst in the Republican primary before being elected Tuesday as successor to retiring Sen. Kay Bailey Hutchison.

(AP) ? A Chinese government think tank is urging the country's leaders to start phasing out its one-child policy immediately and allow two children for every family by 2015, a daring proposal to do away with the unpopular policy.

Some demographers see the timeline put forward by the China Development Research Foundation as a bold move by the body close to the central leadership. Others warn that the gradual approach, if implemented, would still be insufficient to help correct the problems that China's strict birth limits have created.

Xie Meng, a press affairs official with the foundation, said the final version of the report wil be released "in a week or two." But Chinese state media have been given advance copies. The official Xinhua News Agency said the foundation recommends a two-child policy in some provinces from this year and a nationwide two-child policy by 2015. It proposes all birth limits be dropped by 2020, Xinhua reported.

"China has paid a huge political and social cost for the policy, as it has resulted in social conflict, high administrative costs and led indirectly to a long-term gender imbalance at birth," Xinhua said, citing the report.

But it remains unclear whether Chinese leaders are ready to take up the recommendations. China's National Population and Family Planning Commission had no immediate comment on the report Wednesday.

Known to many as the one-child policy, China's actual rules are more complicated. The government limits most urban couples to one child, and allows two children for rural families if their first-born is a girl. There are numerous other exceptions as well, including looser rules for minority families and a two-child limit for parents who are themselves both singletons.

Cai Yong, an assistant professor of sociology at the University of North Carolina, Chapel Hill, said the report holds extra weight because the think tank is under the State Council, China's Cabinet. He said he found it remarkable that state-backed demographers were willing to publicly propose such a detailed schedule and plan on how to get rid of China's birth limits.

"That tells us at least that policy change is inevitable, it's coming," said Cai, who was not involved in the drafting of the report but knows many of the experts who were. Cai is currently a visiting scholar at Fudan University in Shanghai. "It's coming, but we cannot predict when exactly it will come."

Adding to the uncertainty is a once-in-a-decade leadership transition that kicks off Nov. 8 that will see a new slate of top leaders installed by next spring. Cai said the transition could keep population reform on the back burner or changes might be rushed through to help burnish the reputations of President Hu Jintao and Premier Wen Jiabao on their way out.

There has been growing speculation among Chinese media, experts and ordinary people about whether the government will soon relax the one-child policy ? introduced in 1980 as a temporary measure to curb surging population growth ? and allow more people to have two children.

Though the government credits the policy with preventing hundreds of millions of births and helping lift countless families out of poverty, it is reviled by many ordinary people. The strict limits have led to forced abortions and sterilizations, even though such measures are illegal. Couples who flout the rules face hefty fines, seizure of their property and loss of their jobs.

Many demographers argue that the policy has worsened the country's aging crisis by limiting the size of the young labor pool that must support the large baby boom generation as it retires. They say it has contributed to the imbalanced sex ratio by encouraging families to abort baby girls, preferring to try for a male heir.

The government recognizes those problems and has tried to address them by boosting social services for the elderly. It has also banned sex-selective abortion and rewarded rural families whose only child is a girl.

Many today also see the birth limits as outdated, a relic of the era when housing, jobs and food were provided by the state.

"It has been thirty years since our planned economy was liberalized," commented Wang Yi, the owner of a shop that sells textiles online, under a news report on the foundation's proposal. "So why do we still have to plan our population?"

Though open debate about the policy has flourished in state media and on the Internet, leaders have so far expressed a desire to maintain the status quo. President Hu said last year that China would keep its strict family planning policy to keep the birth rate low and other officials have said that no changes are expected until at least 2015.

Wang Feng, director of the Brookings-Tsinghua Center for Public Policy and an expert on China's demographics, contributed research material to the foundation's report but has yet to see the full text. He said he welcomed the gist of the document that he's seen in state media.

It says the government "should return the rights of reproduction to the people," he said. "That's very bold."

Gu Baochang, a professor of demography at Beijing's Renmin University and a vocal advocate of reform, said the proposed timeline wasn't aggressive enough.

"They should have reformed this policy ages ago," he said. "It just keeps getting held up, delayed."

Syrian pilgrims raise rebel flag at haj as mufti calls for unity

MOUNT ARAFAT, Saudi Arabia (Reuters) - Syrian pilgrims raised rebel flags as the haj reached its climax near Mecca on Thursday, despite a call from Saudi Arabia's top cleric for the annual Islamic pilgrimage to be free from nationalist sentiment and Muslim infighting.

This year's haj takes place against a backdrop of divisions among Muslims, as Shi'ite Iran and Sunni countries like Saudi Arabia and Turkey back opposing sides in Syria's civil war.

"My parents asked me to pray for God to bring peace, stability and safety to Syria," said Musa al-Ali, 38, a Syrian man living in Riyadh. "I hope death is brought to a halt in Syria."

Nearly three million Muslims stood at Mount Arafat in western Saudi Arabia on Thursday in the most important ritual of the haj. Most had spent the night at nearby Mina.

The message of the Grand Mufti, the most senior Saudi cleric, echoed comments by Iran's Supreme Leader Ayatollah Ali Khamenei who urged Islamic solidarity during the pilgrimage.

In 1987, hundreds of Iranian pilgrims died in clashes with Saudi security forces after protests.

"We want the call of the faithful, not a factional one. Avoid raising national and factional slogans," the Grand Mufti, Sheikh Abdulaziz Al al-Sheikh said in his sermon in the Grand Mosque.

He said Muslim leaders were responsible for the well-being of their people and should resolve problems through religious teaching, not violence.

In his haj message, Ayatollah Khamenei warned that bloodshed in Syria could spill across borders in the Middle East. Iran accuses Turkey and Gulf Arab states of fuelling the Syrian conflict by supporting rebels.

NIGHT PRAYERS

The haj pilgrimage is one of the faith's so-called five pillars and a religious duty for all Muslims that must be carried out at least once in their lifetime if they are capable of it.

Saudi Arabia is the birthplace of Islam and its ruling monarchy derives much of its legitimacy from its guardianship of Islam's holiest sites. Saudi Arabia's king is formally titled Custodian of the Two Holy Mosques.

Thousands of tents were pitched alongside the main roads to Mount Arafat. As the sun rose, pilgrims were still streaming in and others who had already secured their spot were sleeping in tents or on slabs of rock.

"It's impressive to see the amount of people from all backgrounds asking Allah for forgiveness," said Babacar Diagne, 47, a Canadian originally from Senegal in West Africa. He looked down the mountain towards a sea of people all dressed in simple white robes.

After dusk, pilgrims will head to the plain of Muzdalifah to spend the evening there in preparation for the ritual stoning of the devil in Jamarat.

STAMPEDE RISKS

Saudi authorities have spent billions of dollars in recent years improving haj infrastructure to avoid a repeat of accidents which have killed hundreds of people. But with nearly three million Muslim pilgrims descending on Mecca, disaster is a constant fear.

The last big accident was a stampede in 2006 at Jamarat causing 380 deaths. Two other stampedes at the same place in 1994 and 2004 killed more than 500. In other years, the pilgrimage was marred by deadly fires in the massive camp city.

Hundreds of cameras and other monitoring devices are fixed around the main sites of the haj, including the Grand Mosque, Mount Arafat and Jamarat Bridge, to monitor crowd levels.

"We're using technology that allows us to take the right decisions at the right time," said Mansour al-Turki, the Saudi Interior Ministry spokesman.

"If we notice that the number of pilgrims is increasing in one area we can take preventive measures so that the intensity doesn't grow in a way that harms the pilgrims."

At Jamarat, the authorities built extensive new facilities to ease the flow of pilgrims seeking to hurl pebbles at three pillars representing the devil.

They replaced the pillars with long walls and built a multi-storey bridge around them, creating far more space for the pilgrims to stand on the bridge levels and perform the rite.

Depending on the age, health, ability and capacity of seniors, the decision about the appropriate type of seniors? accommodation is often a difficult one. ??According to the Advocacy Centre, seniors make up the fastest growing age group in Canada and they face a myriad of issues related to shortages in long-term care homes, the high financial burden of seniors? accommodations and increased health care needs.

On October 23, 2012, I participated in a webinar on the subject of ?Retirement Homes and Assisted Living in Canada? which was sponsored by the Canadian Bar Association and presented by Judith A. Wahl, Advocacy Centre for the Elderly and John Risk, General Counsel, Retirement Home Regulatory Authority. This webinar provided an overview of (1) the range of models and options in retirement living available across Canada, (2) how retirement homes / assisted living are regulated, (3) an examination of the regulatory system in Ontario, and (4) a review of the key legal issues affecting seniors in regards to retirement living.

A retirement home is a tenancy arrangement between the retirement home (landlord) and the senior (tenant) and the retirement home has no obligation to monitor, assess or provide on-going needs for the senior.?? By contrast, a long term care facility is a publicly funded health care facility which is regulated by the province.? As of July 2012, pursuant to the Retirement Homes Act (Ontario), retirement homes must now be licenced and is subject to a mandatory inspection; however the Residential Tenancies Act (Ontario) continues to apply to retirement homes.

The Retirement Homes Regulatory Authority (?RHRA?) is a not-for-profit corporation which is established to administer the Retirement Homes Act (Ontario), to educate the public about retirement homes and their regulation, and to advise the provincial government.? The RHRA provides consumer information guidance and protection tips for seniors in retirement homes, such as:

  • Residents? Bill of Rights
  • Written agreements required
  • Information for residents (posted and available in the retirement home)
  • Resident council and the right to establish
  • Residential Tenancies Act, rights and obligations
  • Complaint handling process

Lesson Learned: Seniors, care-givers and advisors should be aware of agencies like the Advocacy Centre for the Elderly,?the oversight provided by RHRA, as well as seniors? rights afforded under consumer protection laws and various other laws and public policy regulations.?

Apple's Mac moves take advantage of Windows 8 hardware uncertainty

Apple launched a new 13-inch MacBook Pro with a Retina Display that weighs in at 3.57 pounds, will start at $1,699 and starts to ship on Tuesday. The move is designed to trump Microsoft's Windows 8 launch and take advantage of a lot of hardware uncertainty.

Phil Schiller, marketing chief at Apple, unveiled the 13-inch MacBook Pro that is "super thin and light." Those last points are worth noting. The latest MacBook Pro isn't MacBook Air or ultrabook light, but it's not far off.

Apple's message is that it'll continue to innovate with the Mac, but the broader theme is that the company's line-up is easy to understand. Apple launched the 13-inch MacBook Pro, new iMac and Mac Mini. The Apple Mac portfolio features an iMac that's tablet thin too (photos via CNET's James Martin).

The contrast between the Mac launch today and Microsoft's Windows 8 rollout is intense. Microsoft is hitting the market with dozens of form factors. You have convertible devices, tablets, laptops with touchscreens and a lot of uncertainty. The star of the Microsoft show---the Surface---is largely a missing.

Indeed, at the Gartner Symposium in Orlando, Microsoft's Windows 8 booth was bustling. Tech execs were playing with a bevy of devices, but largely seemed uninspired. Microsoft reps gamely walked people through Windows 8 and a Windows 8 RT tablet. Then a man asked about the elephant in the room.

IT pro: "Where's the Surface?"
Cheery Microsoft rep: "You can preorder one, but they won't appear until Friday."
IT pro: But I don't care about these. I want to see the Surface.
Cheery Microsoft rep: I know but you'll just have to wait.

There are thousands of CIOs passing through Orlando this week. Some of them see the Surface as a convergence device. Microsoft should work that angle.

Gartner analyst David Cearley said one of the biggest questions around Windows 8 is whether notebook/tablet hybrids will be compelling. Intel CEO Paul Otellini noted that it may take a year for Windows 8 to have a hero form factor.

"Our customers are designing entirely new categories of PCs," said Otellini, adding that there will be more than 140 core-based Ultrabooks rolled out next year -- more than 40 of which will have touch capabilities and more than a dozen will be convertibles.

In other words, the Wintel world is throwing form factors against the wall to see what sticks. Apple has Mac clarity. It's going to be an interesting December quarter for client computing.

Opposite behaviors? Arctic sea ice shrinks, Antarctic grows

ScienceDaily (Oct. 23, 2012) ? The steady and dramatic decline in the sea ice cover of the Arctic Ocean over the last three decades has become a focus of media and public attention. At the opposite end of Earth, however, something more complex is happening.

A new NASA study shows that from 1978 to 2010 the total extent of sea ice surrounding Antarctica in the Southern Ocean grew by roughly 6,600 square miles every year, an area larger than the state of Connecticut. And previous research by the same authors indicates that this rate of increase has recently accelerated, up from an average rate of almost 4,300 square miles per year from 1978 to 2006.

"There's been an overall increase in the sea ice cover in the Antarctic, which is the opposite of what is happening in the Arctic," said lead author Claire Parkinson, a climate scientist with NASA's Goddard Space Flight Center, Greenbelt, Md. "However, this growth rate is not nearly as large as the decrease in the Arctic."

Earth's poles have very different geographies. The Arctic Ocean is surrounded by North America, Greenland and Eurasia. These large landmasses trap most of the sea ice, which builds up and retreats with each yearly freeze-and-melt cycle. But a large fraction of the older, thicker Arctic sea ice has disappeared over the last three decades. The shrinking summer ice cover has exposed dark ocean water that absorbs sunlight and warms up, leading to more ice loss.

On the opposite side of the planet, Antarctica is a continent circled by open waters that let sea ice expand during the winter but also offer less shelter during the melt season. Most of the Southern Ocean's frozen cover grows and retreats every year, leading to little perennial sea ice in Antarctica.

Using passive-microwave data from NASA's Nimbus 7 satellite and several Department of Defense meteorological satellites, Parkinson and colleague Don Cavalieri showed that sea ice changes were not uniform around Antarctica. Most of the growth from 1978 to 2010 occurred in the Ross Sea, which gained a little under 5,300 square miles of sea ice per year, with more modest increases in the Weddell Sea and Indian Ocean. At the same time, the region of the Bellingshausen and Amundsen Seas lost an average of about 3,200 square miles of ice every year.

Parkinson and Cavalieri said that the mixed pattern of ice growth and ice loss around the Southern Ocean could be due to changes in atmospheric circulation. Recent research points at the depleted ozone layer over Antarctica as a possible culprit. Ozone absorbs solar energy, so a lower concentration of this molecule can lead to a cooling of the stratosphere (the layer between six and 30 miles above Earth's surface) over Antarctica. At the same time, the temperate latitudes have been warming, and the differential in temperatures has strengthened the circumpolar winds flowing over the Ross Ice Shelf.

"Winds off the Ross Ice Shelf are getting stronger and stronger, and that causes the sea ice to be pushed off the coast, which generates areas of open water, polynyas," said Josefino Comiso, a senior scientist at NASA Goddard. "The larger the coastal polynya, the more ice it produces, because in polynyas the water is in direct contact with the very cold winter atmosphere and rapidly freezes." As the wind keeps blowing, the ice expands further to the north.

This year's winter Antarctic sea ice maximum extent, reached two weeks after the Arctic Ocean's ice cap experienced an all-time summertime low, was a record high for the satellite era of 7.49 million square miles, about 193,000 square miles more than its average maximum extent for the last three decades.

The Antarctic minimum extents, which are reached in the midst of the Antarctic summer, in February, have also slightly increased to 1.33 million square miles in 2012, or around 251,000 square miles more than the average minimum extent since 1979.

The numbers for the southernmost ocean, however, pale in comparison with the rates at which the Arctic has been losing sea ice -- the extent of the ice cover of the Arctic Ocean in September 2012 was 1.32 million square miles below the average September extent from 1979 to 2000. The lost ice area is equivalent to roughly two Alaskas.

Parkinson said that the fact that some areas of the Southern Ocean are cooling and producing more sea ice does not disprove a warming climate.

"Climate does not change uniformly: The Earth is very large and the expectation definitely would be that there would be different changes in different regions of the world," Parkinson said. "That's true even if overall the system is warming." Another recent NASA study showed that Antarctic sea ice slightly thinned from 2003 to 2008, but increases in the extent of the ice balanced the loss in thickness and led to an overall volume gain.

The new research, which used laser altimetry data from the Ice, Cloud, and land Elevation Satellite (ICESat), was the first to estimate sea ice thickness for the entire Southern Ocean from space.

Records of Antarctic sea ice thickness are much patchier than those of the Arctic, due to the logistical challenges of taking regular measurements in the fierce and frigid waters around Antarctica. The field data collection is mostly limited to research icebreakers that generally only travel there during spring and summer -- so the sole means to get large-scale thickness measurements is from space.

"We have a good handle of the extent of the Antarctic sea ice, but the thickness has been the missing piece to monitor the sea ice mass balance," said Thorsten Markus, one of the authors of the study and Project Scientist for ICESat-2, a satellite mission designed to replace the now defunct ICESat. ICESat-2 is scheduled to launch in 2016. "The extent can be greater, but if the sea ice gets thinner, the volume could stay the same."

While Georgetown student debt in 2011 was slightly higher than the national average, a lower overall proportion of its students were in debt.

According to a study released Oct. 18 by the Institute for College Access and Success, approximately 66 percent of 2011 American college graduates had student debt, which averaged $26,600 per student. In contrast, the study found that only 39 percent of Georgetown students graduated with debt, with an average of $28,035 per borrower in 2011. This figure represents a 10.7 percent increase over the 2010 average debt of $25,315, with the percentage of students in debt remaining unchanged.

The study broke down average student debt by state as well as by institution. The District of Columbia had the ninth highest level of debt, with 52 percent of students graduating from D.C. schools saddled with an average of $28,241 in debt. The George Washington University had an average student debt of $32,714, with 45 percent of students facing debt. Students at American University had the highest debt levels in the District in 2011, soaring to $37,674 and affecting 58 percent of students.

Schools with the highest student debts included Kentucky State University, Temple University and La Salle University, each of which had average student debts between $31,900 and $45,100.

In comparison, colleges and universities that had the lowest debt included Yale, Princeton and Williams College with student debts averaging between $3,000 and $9,750.

According to Scott Fleming (F ?72), associate vice president for federal relations, the university tries to work with students to minimize the amount of debt they will carry come graduation day.

Georgetown?s recently launched Capital Campaign seeks to raise $1.5 billion, a part of which will be used for student scholarships. In particular, the new 1789 Scholarship fund will raise money for 1,789 new scholarships.

?The university continues its efforts to increase Georgetown scholarship funding, including making funds for Georgetown scholarships a major focus of the ongoing Capital Campaign,? Fleming said. ?Increasing the pool of resources available for Georgetown?s scholarships, along with our work in the federal relations office to maintain strong federal grant aid programs, including Pell Grants and Supplemental Educational Opportunity Grants, is designed to hold down the loan component of Georgetown financial aid packages.?

    Florida, Ohio polls support more state and federal spending on foreign

    The presidential debate on foreign policy is tonight. The presidential race is tight, with Ohio and Florida as key battleground states. Polls taken October 3-7 by the the Hill Research Consultants (Florida) and Mellman Group (Ohio) asked voters in Ohio and Florida questions related to foreign policy. (Full poll results are here). Ohio results are in black. Florida results are in red.

    As an advocate of more foreign language and study abroad programs, especially related to China, I find the poll results both surprising and supportive. Here are a few.

    Both states, by large margins, support studying geography in schools.

    Both states, again by large margins, think it is important for "children to conduct exchanges with other countries." Perhaps my proposal for paid high school study abroad programs would receive similar public support in polls.

    In both states, Chinese follows Spanish as the most important language to learn.
